Blue Cross Blue Shield's Texan Roots
The pioneer behind Blue Cross Blue Shield was a man named Justin Ford Kimball, who started a health insurance plan for teachers in Dallas.
As a former school superintendent and hospital administrator, Kimball recognized low-income teachers would never be able to pay expensive hospital bills. That's why he started a hospital fund in which teachers paid 50 cents a month for 21 days of guaranteed hospital care
It was Kimball's health insurance ideas that paved the way for many of today's health plans.
Kimball's plan was named the Baylor Plan after Baylor Hospital in Dallas. As the Baylor Plan evolved and expanded around Texas, it finally merged with a Texas healthcare institution in 1944.
Today, that Texas healthcare institution is known as Blue Cross Blue Shield of Texas.
